
Last May, the ACT Chapter of the ASPG hosted an event at Australian Parliament House where the Clerks of the Legislative Assembly for the ACT (Tom Duncan), the House of Representatives (David Elder), and the Australian Senate (Rosemary Laing), discussed the question: ‘Does a chamber need a majority to be effective?’
